GSA’s OASIS Contract Vehicles Continue to Expand as They Approach Five-Year Anniversary
Almost five years ago, the General Services Administration’s (GSA) Federal Acquisition Service (FAS) initiated One Acquisition Solution for Integrated Services (OASIS) professional services contract vehicles. According to a recent article in Federal News Radio, this successful program continues to grow across the Federal government as it approaches its five-year anniversary, a significant milestone whereby GSA can extend OASIS contracts by exercising the vehicle’s options.
OASIS Unrestricted (U) and OASIS Small Business (SB) are unique Multiple Award Indefinite-Delivery, Indefinite-Quantity (MAIDIQ) vehicles for acquiring complex professional services. OASIS contract vehicles feature the following core disciplines:
· Program management services;
· Management consulting services;
· Logistics services;
· Engineering services;
· Scientific services; and
· Financial services.
Since its inception in 2014, Federal government agencies endorsed OASIS as a best practice, best value professional services contract management program. In 2017, Federal agencies obligated $1.66B through OASIS (U) and $1.7B through OASIS (SB). This program continues to grow at an accelerating rate and the total dollar value obligated through OASIS will likely increase as more customers are added to the program.
Federal News Radio reports the Defense Department signed a memorandum of understanding (MOU) with GSA to use OASIS for at least $500M in professional services buys starting in January 2017 for the Office of the Secretary of Defense, the Defense Information Systems Agency, the Defense Logistics Agency and other Defense agencies. These agencies join the Army, Air Force, and the Navy Air Systems Command who also signed OASIS MOUs with GSA.
